Most who serve alcohol serve people who show a military ID, no matter the ID holder's age. Under 21's can also go to on-base clubs and be served.
The "not able to drink" may be law, but it isn't custom. My under 21 son showed his military ID on a plane and was served.
Most people who are associated with the military know that the no drinking thing is a crock. Old enough to serve = old enough to drink in practice.

Scorpio, thanks for your comment, and I agree completely. I'm a military brat, grew up on and around military bases, so I guess that's why this news report grabbed my attention.
